TUCSON, ARIZ. (August 1, 2024) – Terracon Consultants Inc., an engineering firm specializing in environmental, facilities, geotechnical, and materials services, is proud to announce the hiring of an Environmental Senior Staff Scientist.
Annie McCawley joins Terracon as an Environmental Senior Staff Scientist. She brings 5 years of experience to the firm. McCawley will play a key role in expanding the Environmental Services division in Tucson. Her focus will include due diligence, site characterization, remediation, and Terracon’s Brownfield practices.
“We are very excited to have Annie join our Tucson Environmental Team and believe her skills and experience will be invaluable to our team,” said Terracon Tucson Office Manager, Derek Koller.
McCawley earned a BS in geology from Fort Lewis College in Durango, Colorado. She also holds an MS in environmental science from the University of Arizona.

PHOENIX, ARIZ. (July 30, 2024) – The Arizona Masonry Council honored industry expert and long-time instructor Martin Martinez with the Clem Hellmann Leadership Award at its 2024 annual meeting in Flagstaff.
The Clem Hellmann Leadership Award recognizes an individual who has made significant contributions to the masonry community through leadership and involvement in initiatives that have resulted in industry-wide impact and is representative of the highest level of leadership and involvement.
Martinez moved to Arizona in 1985 and joined Top Quality Masonry in 1986. He learned the masonry profession “hands-on,” graduating from the Arizona Masonry Contractors Association and becoming an instructor. A native of Guanajuato, Mexico, Martinez has two daughters, one son, and seven grandchildren. He spent his childhood with his family on their farm in Mexico.
“Martin has been an instructor for 32 years and possesses incredible dedication, a high degree of technical knowledge, great enthusiasm, and an amazing work ethic,” said Arizona Masonry Council Executive Director Dawn Rogers. “Martin is always there no matter what he is doing; whether it comes to the apprenticeship program, work, or his family, you can always count on him.
“Martin loves the masonry industry, but he also loves being in his house, which he cares for very meticulously. He is always remodeling and making changes to his home with, of course, a masonry product. Martin always gives 150 percent no matter what he is doing in life,” Rogers said.
The award is named after Clem Hellmann, who had a successful 30-year career in the masonry industry. He and his wife Mary Jo entered the masonry industry in September 1987 with the purchase of Quality Block Company in Phoenix.
As a member of the Arizona Masonry Contractors Association (AMCA), he not only supported AMCA financially, but also gave of himself. He volunteered many hours to the masonry industry serving as a long-standing AMCA Board Member and Arizona Masonry Guild (AMG). He also served as State Chair for the Mason Contractors Association of America (MCAA).
He is credited with helping producers and contractors understand that non-masonry products/systems are the true “competition” and was the unifying force that brought members together to work for the good of the industry. Hellmann was a strong supporter of our industry’s workforce development efforts.
While serving on the AMCA Apprenticeship Committee, he was involved with the move of the AMCA’s apprenticeship program to the East Valley Institute of Technology, where it is still in place today. He also served as the Chairman of the Advisory Board for the Construction Tech Class at EVIT. In 2007 he was presented with AMCA’s Leader of the Year Award. In turn, AMCA established the Clem Hellmann Leadership Award in his memory and to honor his contributions to the industry.

TEMPE, ARIZ. (July 29, 2024) – Terracon Consultants Inc., an engineering firm specializing in environmental, facilities, geotechnical, and materials services, is proud to announce the hiring of a Natural Resources Group Manager and a Senior Archaeologist.
Philip Loftis joins Terracon as Natural Resources Group Manager. He brings 16 years of experience to the firm. He will help grow the Resources Sector of the Phoenix Environmental Group. He will mentor the junior staff and collaborate with other Terracon natural resources specialists and environmental planning professionals nationwide.
“With Philip’s Maricopa County Department of Transportation experience and ASU education, I’m thrilled to have him lead our Natural Resources team in Arizona. Philip has previously worked on successful developments without impacting wildlife or waterways,” said Terracon Principal Jennifer Thies, CEM. “He is an excellent resource on federal, state, and county regulations to assist our clients with compliance. Dave Bustoz
Dave Bustoz joins Terracon as a Senior Archaeologist. He possesses 19 years of industry experience. He will support the Cultural Resources Group Manager with overseeing the Phoenix office’s cultural resources operations.
A native of Cincinnati, Ohio, Bustoz grew up in Chandler, Arizona. He holds a BA in history from ASU. He is a member of the Society for American Archaeology and the Arizona Archaeology Council.

Whitwer is a Regional Services Manager in Terracon’s Phoenix office with 32 years of environmental, regulatory compliance, and engineering experience. He is skilled in the U.S. Environmental Protection Agency (EPA) Brownfields grant program having written more than 40 grant applications resulting in more than $8 million in funding for municipal, county, tribal, and redevelopment agency entities. He has also managed several grant programs.
Whitwer prepared the first Coalition Assessment grant awarded to an Arizona entity (City of Flagstaff, 2013) and the first Multi-Purpose grant awarded to an Arizona entity (White Mountain Apache Housing Authority, 2019). His project experience includes more than 1,000 Phase I/II ESAs and asbestos surveys acting as Principal or Environmental Professional.

John Griffin, PLS, ASLA
Griffin is a Landscape Architect and Project Manager in Terracon’s Phoenix office. He has more than 18 years of experience providing design, planning, and construction administration services for streets, trails, parks, flood control facilities, multi-use and utility sites, and commercial and residential developments.
Griffin’s project experience involves all levels of planning and design including visual and land-use studies, master planning, site analysis, conceptual project design, final design and construction documentation, construction administration, public involvement, and the development of presentation graphics. AZCREW, the commercial real estate organization that exists to transform the industry by advancing women globally, presents Dr. Jen Welter, the first female coach and player in NFL history, on September 18 from 4 p.m. to 7 p.m.
Dr. Welter is also the author of “Play Big” in which she reveals the grit and determination it took to be a trailblazer in one of the country’s toughest boys’ clubs. With a career studded with several firsts, Dr. Welter made history when she coached the Arizona Cardinals’ inside linebackers for their 2015 training camp. GOODYEAR, Ariz. (July 18, 2024) – A bobcat. A saguaro cactus. A wolf. Police and fire badges. A path system that connects the community. A celestial band with 19 stars. All are part of a mural at Fire Station 182 in Estrella that pays tribute to local guardians.
The City of Goodyear’s newest public artwork, “Guardians of the Wilderness,” was unveiled and dedicated on July 16 at the Estrella Public Safety Facility, 10701 Estrella Parkway. Created by Phoenix artist Kristine Kollasch of Fine Arts & Creative Environments, the mural holds multiple layers of meaning in eight panels of metal and ceramic tiles.
“Local guardians, including police officers, firefighters, and the wildlife you see stepping out your front door here in this beautiful environment are protectors,” Kollasch said. “The mural also features pathways that represent local trails, symbolizing the connections within the community and the natural beauty surrounding us.”
The three-month project was truly a community effort, Kollasch said. This included the idea phase, securing approval from the City of Goodyear Arts & Culture Commission, constructing the mural with Estrella community members, and the installation on June 25.
“Part of what I like to do as a public artist is to create community-based public art. It’s about getting the public involved in a feasible way,” Kollasch said. “One of my strengths is to go into a community and work with all the stakeholders. For this project, we worked primarily with the community of CantaMia. They have their own art program and art room. That was a blessing.”
Kollasch hosted tile-making and glazing workshops, engaging students from Estrella Foothills High School and residents from Estrella’s 55+ community, CantaMia, who created more than 1,000 unique tiles that contributed to the mosaic.
The theme “Guardians of the Wilderness” evolved as the mural was being developed, Kollasch said. Estrella community members were sent a survey asking what they wanted the mural to represent. From approximately 250 surveys that were filled out and returned, three themes resonated: public service, the natural environment, and the path system that winds through the trails of the Estrella Mountains and into the neighborhoods.
“There is no question that the mountains, natural desert, and open trails surrounding Estrella have been our best amenities for almost 40 years. This project encompasses all of those things, and we’re thrilled with the results. The team from Fine Art & Creative Environments scheduled workshops to begin the tile-making process. More than 50 residents from CantaMia signed up, Kollasch said, with 25 producing tiles in the morning and the other 25 producing tiles in the afternoon. Students from Estrella Foothills High School created the tiles for the saguaro panel.
The frames were built by metal fabricator E2 Innovations and then transported to Kollasch’s studio where the final panels were constructed. All eight
panels were laid out, the concrete boards were built, and mosaic tiles were placed. Kollasch said her team is especially proud of the celestial band across the top. It includes 19 stars that honor the memory of the Granite Mountain Hotshots who perished in the Yarnell Hill fire in 2013.
“This is truly a community art piece,” Kollasch said. “After the initial workshops, the residents of CantaMia said they wanted to do more. They helped with the glazing process, which took some time. It really helped as we faced a super tight time frame. They did such a great job. This is part of their community.”
CantaMia resident Shirley Davidson, one of the many volunteers who attended the dedication ceremony, carefully examined the mural, looking for her tile. There it was: with the initials of family members who also volunteered.
“I work at the art studio at CantaMia, so I was happy to help those who didn’t know how to work with clay,” Davidson said. “It was so much fun. They had us come back a month later to do glazing. The best part is seeing the flower tiles my family made. This was a true community effort. We are thrilled to be leaving a lasting mark on the City of Goodyear.”
Community leaders who attended the dedication ceremony included members of the Arts & Culture Commission and City of Goodyear Mayor Joe Pizzillo.

PHOENIX, Ariz. (July 18, 2024) – Wespac Construction, Inc. has announced the groundbreaking of the Papago Golf House, a new 14,100 SF office building located adjacent to the Papago Golf Clubhouse and Pavilion, 5595 E. Karsten Way, as well as the Arizona State University Golf Team Practice Facility.
The project will serve as the headquarters for numerous state and national golf organizations involved with public and recreational golf.
“We are excited to partner with the Arizona Golf Foundation, the City of Phoenix, Troon Golf, Papago Golf Club, and Arizona State University on this important project,” said Kirk Jonovich, Principal/Vice President at Wespac Construction, Inc. “The Papago Golf House will provide a state-of-the-art facility for these organizations, enhancing their ability to promote and support golf at all levels.”
Designed by Douglas Fredrikson Architects, the building will feature a modern and functional design that complements the existing architecture on site. The one-story building will include offices, conference rooms, storage areas, exterior patios, and a courtyard. Parking for the facility will be located west of the building.
The Papago Golf House is a testament to the growing popularity of golf in Arizona and this project will provide a centralized hub for local and national organizations to collaborate, host events, and serve the golf community. Construction is expected to be completed in spring 2025.
